The German/Dutch Nature Park Plan was drawn up in an intensive participatory process involving all the strategic partners and relevant actors and interest groups. The Nature Park Plan is developing a joint strategy for the coming years, building on the legal and planning principles, an inventory analysis and a description of the current potentials and challenges.

The framework here is the mission statement with its goals for development and areas of action. The action programme consists of 41 central projects intended to advance the International Bourtanger Moor - Veenland Nature Park in the three joint areas of action – 'moor, nature, climate', 'local recreation and gentle tourism' and 'land use and settlement development'.
